The Ukrainian National Conservative Party was founded at the constituting assembly held on June 27, 1992 as a result of Ukrainian National party (UNP) and Ukrainian Public - Democratic party (UPDP) unification.

The UPDP had existed since May, 1988, originating from Kyiv organization "Democratic Union" (DU) - anticommunist, antiempire association in the former USSR. On September 1, 1988 independent Ukrainian union moved away from the DU structure, the one (after a constituent conference in Riga) began to name itself Ukrainian Public - Democratic League (UPDL) since June 25, 1989, and UPDP since June 16, 1990 (head – Evhenii Chernyshov). The UNP was created at the constituent assembly on October 21, 1989 in Lviv. Meetings and demonstrations on the occasion of anniversaries of acceptance of the Declaration of Human Rights, anniversary of Chernobyl tragedy, condemnation of the Ribbentrop-Molotov pact and takeover of Western Ukraine by the Soviet Union, raising blue-yellow flags in Ukrainian cities, mass hunger-strike near the Supreme Council of the USSR to protest against abuse of Ukrainian national symbolics – it is not a complete list of measures held by these organizations during 1988 - 1990.

UNP and UPDP recognized that status of Ukraine as the independent state was fixed by the ІV-th Universal of the Tsentralna Rada (Central Council), and Ukrainian people achieved independence in January, 1918, having proclaimed formation of the Ukrainian National Republic (UNR), and in one year - Act of Unification of Western and Eastern lands of Ukraine. UNR was recognized by the world, but the aggression of RSFSR began of occupation of Ukraine, which ended after the World War W II when the lands of Western Ukraine were captured. Legal Government of the UNR was compelled to leave native land, but continued to function in exile therefore both parties considered, that the UNR ceased to exist de facto, but existed de jure. The UNP and UPDP considered that the USSR is not a republic, but anti-Ukrainian colonial structure created according to decision of an aggressor’s leading body – CC RCP (b) (ЦК РКП (б)). UNP and UPDP considered they have the right to declare, that will of the Ukrainian people and its right of self-determination were roughly ignored, as the USSR was created by illegitimate formation of Ukrainian SSR led not by Ukrainian people, even without asking their consent, but collaborators, therefore they struggled not simply for reception, but for restoration of the Ukrainian independence. The UNP initially professed revolutionary concept of struggle for independence of Ukraine, considering, that colonial structure of the Ukrainian SSR and its bodies of authority were conceived and are constructed to fix slave status of Ukrainian people, their basic purpose was to securing interests of the centre, therefore it appeared impossible to transform them in national bodies of authority.

The only significant divergence between the UNP and UPDP at that time consisted in visions of prospects and expediency of parliamentary forms of struggle. The UNP, not recognizing the power existing in Ukraine at that time, did not see an opportunity to cooperate with occupational mode, insisting on congress way of struggle. The UPDP had another point of view: not recognizing legality of the colonial power did not object parliamentary way of struggle for independence. After a certain number of national-democrats were elected to the Supreme Council of the Ukrainian SSR in the beginning of 1990 there began a rise in national movement. But later it appeared clear that victory over structured, consolidated nomenclature majority playing by their rules is problematic. To survive and to keep authority, the nomenclature began to resort to manoeuvre trying to intercept the political initiative by advancing to democrats.

Therefore the UNP and UPDP together with other public and political organizations, private persons became the foundators of the Ukrainian Interparty Assembly (UIA). The founders intended that the UIA would be the first alternative to empire stage. The task of the UIA first session held on July 1, 1990 was to ensure conditions for legal National Congress - revolutionary Ukrainian parliament. There was created a concept of legal takeover of authority by registration of the citizens of the Ukrainian state. The Law on citizenship issued by Tsentralna Rada (Central Council) became a legal basis for this purpose. As the UNR was recognized by the other states, and its acts were not abolished, so had legal force, there was a plan that the National Congress will take control of authority in Kyiv, and Civil committees – in regions. The alternative bodies of authority should have been formed from the newly registered citizens of the Ukrainian state. It was the method and practice of the future state creation according to appearance of people – first stage of a civil society foundation. There was formed a network of Civil committees over the whole Ukraine, which initiated process of registration of the Ukrainian citizens. The mechanism of registration was rather simple: it was necessary just to fill in the application, where the aspiration to be the citizen of independent Ukraine was marked. Both parties were active participants of the UIA and Civil committees’ work. In incomplete 9 months havin inadequate financing there were registered more than 3 mln. citizens. After active participants of the UPDP and UIA were arrested in connection to the so called S.Khmara case a parity of forces in the Interparty Assembly changed dramatically. Ukrainian Nationalist Union (UNU) obtained stronger positions and started to grasp control in the UIA. The work on the project of the Constitution was failed, idea of the National Congress convocation to accept the Constitution have begun to be denied. In the spring of 1991 it became clear, that it would be impossible to realize the political statement of the first session through the UIA. The assembly started to transform into political organization. At that time it was controlled by other groupings that introduced through "voting" another concept and ideological platform. Therefore the UNP and UPDP were compelled to secede from the UIA and continued to search new forms of struggle. After the Verkhovna Rada (Supreme Council) of Ukraine declared Act of independence on August 24, 1991 and the UNP stated legalization of its activity and further participation in elections of the state bodies there remained no obstacles for unification of the two parties.

After mutual advisory activities and reconciliation, national conservative ideology based on economic, social, ethical and political experience and traditions of the Ukrainian people, Christian values, sacred and inviolable private property being a precondition of organic development, progress without loss of national originality was declared a platform of the UNP and UPDP unification. As a result of the unification the Ukrainian National Conservative party (UNCP) was created on June 27, 1992, which was registered by the Ministry of Justice of Ukraine on October 30, 1992. The UNCP considered illegitimate the Supreme Council of Ukraine elected in 1990, as this body was based on colonial Constitution of the Ukrainian SSR and according to the Law on Election in the Ukrainian SSR, the deputies were elected among the citizens of the USSR and by the citizens of the USSR, both registered on territory of Ukraine, and those temporarily living in Ukraine, for example soldiers from other republics of the USSR.

Colonial Ukrainian SSR has ceased to exist, USSR has split up, there were no more citizens of the USSR. Therefore the UNCP supported the idea of the Constitutional Assembly convocation to accept new Constitution and further election of new legitimate parliament of Ukraine. The UNCP together with other parties adhering constitutional idea initiated creation of National constitutional committee, which has developed a number of offers and mechanisms to convoke the Constitutional Assembly. 12 parties and unions of Ukraine participated in development of these documents. Unfortunately, the Ukrainian authority rejected those offers. The UNCP joined the electoral union “Democratic Ukraine" in January 1994. From this period and by April, 1996 the party hasn’t carried out active work in fact.

The leading board of the UNCP was re-elected at the regular Council of the party on April 6, 1996. Oleh Soskin, director of the Institute of Society Transformation was unanimously elected head of the party.

The Ukrainian National Conservative party ideologically belongs to the right spectrum of political forces of our state.
