OF THE UKRAINIAN NATIONAL CONSERVATIVE PARTY
INTRODUCTION Historical experience of all mankind testifies convincingly, that there is no alternative to democratic development of a society. All despotic modes resulted in economic crash and intellectual impoverishment of the people sooner or later. Any kind of totalitarianism binds productive forces of a society, creative energy of people therefore hindering creation of a civil society.
After having spent more then seventy years in bondage of totalitarian Soviet mode Ukraine eventually realized the eternal aspiration to have its own state. It has taken place during historical referendum on December 1, 1991, when the Ukrainian people voted for independence of Ukraine. In June, 1996 priority existence principles of Ukraine as sovereign, independent, democratic jural state were fixed by the Constitution of Ukraine. Our state has got back on the right path of civilized national-democratic development to occupy appropriate place in the world order according to the geopolitical position – a key link between West and East.
Historical practice has certified incontestable inaccuracy of Marx-Lenin ideas of primitive "proletarian" collectivism and internationalism, primacy of a class, society and state over the person. In fact all over the world only spiritual, including national, and material interests of a person, and aspiration to satisfy them completely become an engine of progress and is basic for peace evolution of a society to the highest levels of perfection. Only harmonious association of personal interests allows achieving of stable, counterbalanced development of a society, which is main task for state authority.
Freedom is necessary to create such a society. Freedom of person – to choose kind of activity, purpose and means to achieve it consciously. Freedom of voluntary associations – to work free and act for satisfaction of own needs and interests. Freedom of the state – to maintain reliable and jural guarantees of all other rights and freedoms, for free existence and progress of the people based on harmony of the coordinated interests.
І. THE PURPOSE, TASK AND PRIORITY DIRECTIONS OF THE UNCP’S ACTIVITY
1.1. The basic purpose of activity of the Ukrainian National Conservative party (UNCP) is assistance to formation and expression of political will of the citizens, participation in elections and other political events.
1.2. The strategic aim of the UNCP is creation of Ukrainian Independent United National Democratic State based on Christian values.
1.3. Realization of Ukrainian national idea, which provides for achievement of competitive strength by Ukrainian nation in all areas of life as condition of continuous development, is a core of the UNCP’s activity. The nation obtains competitive strength, when Ukrainians are competitive - both in relations among themselves, and the relations with the citizens of the civilized countries. The competitiveness will give individual an opportunity to struggle successfully with circumstances and competitors for own will, welfare and social importance. And the state should become a condition and tool of national interests protection.
1.4. To achieve the declared aim the UNCP has tasks of assistance:

ІІ. POSITION OF THE UNCP CONCERNING STATE SYSTEM
2.1. Ukrainian state system follows will of the Ukrainians, their ethnic and historical right on state self-determination. Being guided by historical right, Ukraine should inherit all previous state forms of the Ukrainian people from times of princes up to now. Kyiv Rus was the first pra-Ukrainian state. Then Ukrainian state system arose in such forms: Galych-Volyn state, grand Russian-Lithuanian duchy, Cossack’s state of Khmelnitskiy, Getmanschina, Ukrainian National Republic and Western-Ukrainian National Republic, Carpathian Ukraine, Ukrainian Independent United State declared on June 30, 1941 in Lviv – until independence of Ukraine was proclaimed on August 24, 1991. All abovementioned state forms of Ukrainian people testify, that vivifying fire of Ukrainian state organization has never died on our lands.
2.2. The UNCP stands up for territorial integrity, inviolability and constitutional order of the Ukrainian state. It is necessary to guarantee unitarity of the Ukrainian state, to not allow regional, religious, language and other splits in Ukraine.
2.3. The party supports formation of balanced and effective system of three independent branches of power: legislative, executive, judicial. The president of Ukraine, being head of the state, should bear personal responsibility for observance of the Constitution and laws of Ukraine, be a guarantor of its national interests adherence.
2.4. The UNCP is convinced, that a priority direction of Ukrainian state policy should be support to development of local self-government. The state should hold up initiatives of cities and towns directed at decision of problems of local self-government and creation of democratic civil society in every possible way.
2.5. The UNCP regards the Constitution of Ukrainian state as the public contract, according to which people, being united in the state, alienate a part of their rights for the benefit of the last, that is voluntary limit of own freedoms against acceptance of duties before the state, but at the same time obtain civil rights, protection and observance of which is guaranteed by the state.
2.6. The UNCP considers, that the jural state based on supremacy of the laws, respect of the person and firmness of the rights, freedoms and lawful interests, arises from will of the citizens for protection of their general interests and maintains by the citizens. So, the state policy should be built as a universal tool, which serves personal development and self-realization.
2.7. The party consistently acts for formation of a civil society in Ukraine consisting of a set of democratic institutions, mechanisms of self-government, personifying display system of vital activity of the state citizens. Balance between authority and civil society is necessary.
2.8. The party is convinced, that "decommunisation" and "deKGBzation" of public life in Ukraine should be preconditions of a morally healthy civil society creation.
2.9. The party asserts improvement of the state-governement and local self-governement bodies’ work, creation of conditions, stimulating extirpation of government officials’ corruption, formation of transparent governmental system. It is necessary to renovate bodies of authority, to appoint the persons who are guided by national interests to posts of civil servants. For those applying for the status of a civil servant, it is necessary to introduce obligatory examination in the state language, history and Constitution of Ukraine.
2.10. The UNCP acts for fundamental reorganization of a control system: transition from a branch principle of its construction to functional; liquidation of branch ministries, departments, committees, instead of which it is necessary to form a Committee on State Securities and State Parts of Enterprises Management; granting of Tax administration with the status of Tax inspection and significant reduction of the staff and its submission to the Ministry of Finance. The tax police should be liquidated, as it is a repressive-extortionate anticonstitutional body in the essence.
2.11. The UNCP considers, that it is necessary to create effective and structured well army capable to guarantee a defense and safety of our country within the limits of the state’s abilities. The military reform should improve readiness and operative efficiency of the Armed Forces of Ukraine through optimization of their structure, personnel and number. It is necessary to cancel an obligatory military service and proceed to formation of army on the basis of a professional-voluntary contract principle, which will assist to raise social status of military men.
2.12. The UNCP thinks that it is necessary to return historical names, to rename cities and towns, in which names the totalitarian epoch are embodied. First of all, it is necessary to return historical Ukrainian names to such Ukrainian territories and cities: peninsula of Crimea (has got such name after Tatar capture) – Old Russian name Tavryda, Sevastopol - Old Russian name Korsun. It is sacred land for Ukrainians, because prince of Ukraine-Rus Volodymyr – builder of Kyiv state was christened in Korsun. Later from this city the torch of Orthodoxy spread all over Kyiv Rus. It is also necessary to rename such cities, as Kirovohrad, Dnepropetrovsk, which bear in the names a brand of totalitarian communist epoch, domination of Moscow Empire at our ground.
ІІІ. NATIONAL POLICY OF THE UNCP
3.1. The UNCP considers, that nationalism is process of political self-realization for people and is natural however to different extent to all nations. At the same time we nurture Ukrainian nationalism without humiliation of national dignity of other inhabitants of Ukraine.
3.2. It is necessary to ensure equal political and social rights to all citizens of Ukraine, irrespective of nationality. But as to the national rights, the Ukrainian state must first of all ensure wealthy existence and development of the Ukrainian nation.
3.3. The UNCP will strive for statement and realizations of rights of the Ukrainian nation as the indigenous one. Ukrainian nation had been enslaved for a long time and separated for centuries. Its lads were divided between Russian and Dual Monarchy (Austria and Hungary), and – USSR - Russia, Poland, Romania, Hungary, Czechoslovakia in the ХХ-th century. Today the question of unity is extremely critical for Ukrainian people. The state should play a conducting role in maintenance of national unity and formation of the Ukrainian nation. One of functions of the state should be securing psychological, economic, cultural, moral-ethical, religious and other factors of national life, which would unite people. National-patriotic interests are to prevail in state policy.
3.4. In opinion of the UNCP it is necessary to introduce such conditions for granting Ukrainian citizenship: fealty to Ukraine, examination in knowledge of state language, history and Constitution of Ukraine; 10 years of resident living in Ukraine, and guarantee extraordinary granting of citizenship for persons of Ukrainian origin, wishing to come back in Ukraine.
3.5. The UNCP considers, that all ethnic groups have the right to create national-cultural autonomies in places of compact residing.
3.6. The UNCP rejects genocide, ethnocide and other forms of violence above other nations and ethnic groups. At the same time, the UNCP considers protection of the inviolability, integrity in case of the armed attack or violence on the part of other nations as the right and duty of the Ukrainian people.
3.7. The UNCP emphasizes, that Ukrainians have patriotic duty before a nation to create and develop the culture, nurture the arts and philosophies, show care of language, beliefs, form the elite.
3.8. The UNCP will consecutively assert a position on preservation of the state status only for the Ukrainian language (according to the item 10 of the Constitutions of Ukraine).
ІV. ECONOMIC POLICY
4.1. Only state sovereignty and market economy could be a basis for economic development of Ukraine, which purpose is to maintain high living standards for all citizens of Ukraine.
4.2. Experience of the XX-th century incontestably proves, that only states where powerful national bourgeoisie was generated achieved complete sovereignty, and people of those states reached prosperity and well-being. Taking it into account, the UNCP is directed at formation and strengthening of national bourgeoisie in the field of economic policy.
4.3. The UNCP sees effective development of Ukrainian economy only in case socio economic model of national capitalism is realised, which provides:
In case the specified fundamentals of national capitalism model are realized in a society, there will dominate relations of partnership and mutual respect between authority and citizens.
4.4. Economy of Ukraine should be based mainly on private property with various forms of managing. Private property provides both economic and political freedom of person, and state in general. Any encroachments on the private property rights both on the part of the government officials, and on the part of the physical persons, should be prosecuted. The UNCP supports recognition of private property as sacred and inviolable institution.
4.5. Development of free market system can occur by privatization of the property and formation of powerful middle class - backbone of a society. Only strategically important for the Ukrainian state enterprises should remain in a state ownership.
4.6. The state machine should be removed from the most spheres of social-economic life. Assistance to development of private property, formation of transparent competitive system, establishment of transparent, equal and identical game rules for all economic agents, protection from creation of monopolies and clan-oligarkh mode should become the state functions.
4.7. The UNCP strives for introduction of cardinally new tax system in Ukraine, which would not hinder development of a society and destroy economic balance between person and state. The tax system should be based on volume of receipts, instead of quantity and size of the taxes. It should be focused on a person producing goods, not the one who spend and parasitize. The UNCP offers to introduce tax system, consisting of such elements:
1. Purchase tax at a rate of 5 % from the price of goods.
2. Income tax for physical persons at a rate of 10 % from the cumulative income.
3. Land tax, which size is determined by volumes of land in the property. Each citizen of Ukraine receives land certificate to possess certain area of the land.
4. Everyone who works receives individual deposit pension-social account in a bank establishment. 10 % of worker’s wages is charged monthly. Means on this account are indexed by annual devaluation percent of national currency.
5. Other charges on wages should be abolished.
It is necessary to leave to 90 % of the income and not prevent a person to do his business in order to let ordinary person turn into wealthy one.
4.8. Effective anti-trust laws first of all securing national interests of our state should be adopted to avoid monopolization of Ukrainian markets by private Ukrainian or foreign companies.
4.9. The UNCP considers, that the Ukrainian state should undertake economic protection, meaning assistance to development of domestic private enterprises, their protection from economic aggression of foreign corporations, for the period of formation of national competitive strength
4.10. The UNCP is sure, that only countries able to create favourable conditions to attract global capital could strengthen oneself in the 3-rd century. It is necessary to introduce soft, simple and transparent tax system and create favourable climate for private business for this purpose.
4.11. The UNCP is sure, that in conditions of independent Ukrainian state there is an opportunity to realize really radical economic reforms, capable to bring our country on the European path of development.
V. SOCIAL POLICY
5.1. The UNCP supports introduction of social partnership principle in state policy that can play an important role in social development processes which purpose is increase and improvement of people’s life. Social partnership anticipates establishment of certain balance of interests between state, employers and employees, which provides optimum regulation of the labour market. The social partnership means, that the parties accept mutual liabilities. Such liabilities on the part of authority can be refusal of intervention in personal life of the citizens. Therefore, it is necessary: to liquidate system of individual ID numbers, which are given to all citizens of Ukraine, and also all electronic files on them; to stop action of the Law of Ukraine "On modification and supplements to the Criminal and Criminal Procedure codes of Ukraine concerning responsibility for evasion of taxes".
5.2. The UNCP stands for change of approaches to distribution of budget expenditures, where funds for education, public health services, culture, science, social support for citizens are to be allocated first of all.
5.3. The UNCP consistently asserts upon state bodies necessity to observe social liabilities to citizens. The party strives for increase of the minimal social guarantees level up to the real size living wage, binding to it size of wages and pensions with constant indexation of all payments.
5.4. The party devotes special attention to pension system reform. Money, which workers will transmit monthly on individual pension-social deposit, can be used from it in case of ill and for rest. If a citizen retires, this account will be unblocked, and money can be used as pension payments.
5.5. The UNCP considers expedient introduction of cheap credits for personal construction, creation of small and middle-size enterprises, purchase of consumer goods etc., and also mechanisms to refund the decreased in value citizens’ savings in Oschadbank.
5.6. The party stands for creation and realization of national programs on protection of family, motherhood and childhood, encouragement of birth rate, reduction of death rate.
5.7. The UNCP consistently assists to revival of traditionally high role of woman in Ukrainian society, elimination of open and latent forms of women discrimination.
5.8. The UNCP asserts, that the state recognized OUN-UPA which waged fair, heroic and sacred struggle for freedom and independence of the Native land a belligerent; and participants of national liberation struggle were equated in rights to the veterans of the World War II, supplied with high pensions and officially awarded with honours.
5.9. The UNCP considers that Ukrainian citizens, born in 1928-1945 years, should have the status of the participants of World War II and awarded with appropriate social guarantees provided by the legislation.
VІ. EXTERNAL POLICY
Geopolitically and geographically Ukraine is the state of central Europe. Our infrastructure is extremely closely connected to the European region. The type of a civil society, which is being formed in Ukraine, also is close to European. We have European system of productive forces and system of free private property is being formed. Proceeding from this, the Ukrainian National Conservative party has determined such program fundamentals in sphere of external policy:
6.1. The UNCP adheres to a position, that Ukraine should not be member of the CIS, as it is amorphous union gradually turns from the mechanism of civilized separation into a tool for neo-colonial enslavement of countries today.
6.2. Ukraine, having proclaimed a course for European integration, must develop parameters and introduce Euro-Atlantic development model.
6.3. The UNCP supports acquiring status of the associated member of the European Union by Ukraine. Our partners should be, first of all, Central European states, Baltic countries and also Germany, France, Italy.
6.4. The party considers Baltic-Black Sea economic alliance creation, which nucleus should become countries of a triangle Ukraine-Poland-Germany, an urgent task.
6.5. The UNCP forms and assists to introduction of Ukraine-Poland strategic partnership mechanisms, in particular at regional and urban levels.
6.6. The UNCP consistently asserts a position, that the relation with Russia should be formed on the basis of peace coexistence principle (recognition of territorial integrity and invariance of borders, non-interference into domestic affairs of each other, refusal of economic dictatorship and transition to equitable economic relations, observance of international legal regulations at decision vexed questions).
6.7. The UNCP supports joining NATO, which is a nucleus of new European security model, by Ukraine.
6.8. The UNCP will strive for withdrawal of foreign armies from Ukraine and observance of the 17-th item of the Constitution of Ukraine, according to which disposition of foreign military bases is not allowed at Ukrainian territory.
6.9. The UNCP considers, that eastern borders of Ukraine need to be developed in accordance with the international standards. It is necessary to create free trade zones at borders with Russia and Belarus in order to transform Ukraine into huge infrastructure trade base, "terminal station" between Europe and Asia (on a "silk" trade way), and also between North and South (on a trade way "from the Varangian to the Greeks"). Forming free trade zones on borders between Ukraine and its western neighbours is also expedient.
6.10. The UNCP asserts activization of participation of Ukraine in transeuropean transport links formation and development of oil pipeline Odessa-Brody-Plotsk-Gdansk.
VІІ. SPIRITUAL SPHERE. EDUCATION
7.1. The UNCP is convinced, that the state must create conditions not only for increase of citizens’ welfare, but also for healthy, spiritual way of life. Orientation at Christian values is extremely important here. Protestantism caused capitalism of the ХVІ – XVІІ –th centuries, Catholicism - capitalism of the ХІХ – XХ-th centuries. Its time of Orthodoxy to cause national capitalism of the ХХІ-st century.
7.2. The UNCP dreams of Ukraine as a component of civilized Europe, democratic state with developed civil society, where the Church occupies a fitting placebeing responsible for moral and spiritual education in a society.
7.3. The UNCP is convinced, that Ukraine can not become a high-grade state as long as we don’t have United Independent Ukrainian Local Orthodox Church led by Ukrainian Patriarch in Kyiv, since Kyiv has always been a sanctuary of Orthodoxy.
7.4. The party considers, that absence of unity among Ukrainian believers artificially hinders process of evolutionary revival of Ukrainian nation as a whole, organic "rooting" into Ukrainian national body of the citizens not having Ukrainian origins who decided to throw in one’s lot with Ukraine.
7.5. The UNCP adheres to a position that churches being nonconventional for Ukrainian nation should perform only as representations of foreign churches. The sects directing the activity at human soul and family values destruction should not exist in Ukraine.
7.6. We assert that Ukrainian state consistently strive for returning of cultural relics and spiritual sanctuaries of Ukrainian nation.
7.7. The UNCP directs the efforts at introduction of modern effective education model in Ukraine peculiar to the countries of the European community having national specificity at the same time. The youth should have the right to get qualitative economic, legal and other education in Ukraine. The man is educated, which speaks state language free, knows culture and history of the nation and the state, professes Christian values and is a patriot of the Native land.
